dated September 8,
1983 Analytical justification for single loop operation (SLO) at WNP-2 was previously transmitted by the reference.
Proposed draft technical specifications governing SLO were also included in that submittal.
The technical specifications returned to WNP-2 did not reflect our proposals.
Subsequently, discussions on the technical merits of our draft specifi-cations and staff requirements were held with George Schrenck of the Core Performance Branch and Tim Collins of the Reactor Systems Branch.
The purpose of this memo is to summarize the conclusions of those discussions and re-submit proposed technical specifications which are acceptable to both the Supply System and the NRC.
Attached are marked-up pages from the composite WNP-2 technical specifica-tions.
Included are the bases, limiting conditions for operation (LCO) with appropriate action statements and surveillance requirements which are affected by the SLO analyses.
The major consideration of these modifications is that reactor startup with only one recirculation loop in service is permitted.
In,.addition, several action statements and surveillance require-ments are proposed to ensure that vessel stratification does not occur in single loop operation while core flow or thermal power is relatively low.
It should also be noted that several bases sections were updated in this package.
This update is impo} tant to provide a sound engineering bases for future interpretations of the LCOs, development of adequate surveillance procedures, generation of accurate modifications and implementation of detailed operator training courses.
