Dear Chairman Palladino:

Ouring the June 20 Oversight and Investigations Subcommittee hearing on the Commission's investigative practices, I asked whether Region V and the Washington Public Power Supply System had been involved in any of the matters before the Subcommittee.

Executive Oirector of Operations William Oircks answered that, in addition to the Narbuts

case, Region V administrator John B.

tlartin had recently sent a Construction Assessment Team (CAT) to one or more of the WPPSS construction sites.

I woul.d like to ask you a number of questions about this action.

What is a

CAT and what are its functions?

Which of the five WPPSS projects has a

CAT assigned to it?

When were the assignments made and how long will they stay'?

Ooes assignment of a team mean that corrective action is being taken by NRC?

What problem or problems led Mr. Martin to.send a team to the WPPSS projects'?

Mere there any violations of NRC procedures,

rules, or regulations involved?

Mere any notices of inspection, investigation, or violation drafted and/or issued and sent to WPPSS management because of the problems?

Was there any public notice of this'ction?

Was there any opportunity for public comIent?

Will this matter affect in any way the scheduled loading of fuel at WNP-2 or the issuance of its operating license?
