Denton, Director Office of Nuclear Reactor Regulation HANFORD SEISEIIC ISSUES - NOVEMBER 6 TELEGRAII FROII ROBERT FERGUSON This memorandum is in response to Tom Rehm' request that we layout the flRC side of the issue, possible solutions and a proposed list of attendees to meetings proposed by Nr. Ferguson, The Managing Director of Itashington Public Power Supply System, the It(lP-2 applicant.

NRC Side of Issue The issues raised by Hr. Ferguson deal basically with two issues that 1) the Geosciences review schedule for WNP-2 may be in serious jeopardy and

2).the Supply System has not been fully responsive to NRC concerns.

With regard to the first issue, on Hay 4, 1981, the staff requested additional information on NNP-2 site geology and seismology.

The questions dealt with difficult subject matters such as capable faulting, near field earthquake swarms and development of a site specific spectrum.

The Supply System has incorporated many of these issues in a seismic probability study.

Ilhile an exposure analysis is useful, Appendix A to 10 CFR 100 requires that some of these subject matters be dealt deterministically or empirically.

On November 17 and 18 intensive discussions of the geosciences questions took place involving the applicant and a large number of consultants and our relevant staff and the U.S. Geological Survey.

The staff has indicated that these discussions were productive and very pointed.

It is obvious that every effort was expended by the WNP-2 staff to make this meeting a success and these efforts will contribute toward allowing us to complete our review.

Consequently, based upon the foregoing, we are confident that the review schedule for Itl<P-2 with regard to geosciences should not be in serious jeopardy provided the applicant continues in its efforts to provide us with timely and adequate information.

In order to further accelerate our review, we have also taken some additional actions.

He have acquired the assistance of Dr. David Slemmons, an, expert in earthquake fault evaluation.

", will participate in a field trip which is planned in early December for the purpose of completing the fault capability evaluations.

We have made the U. S. Geological Survey aware of the need for its completed review on schedule so that we are able to meet our SER date.

The second matter deals with the responsiveness of the Supply System to our concerns.

As stated above we had meetings with the Supply System.

The discussions were productive and we believe will help us in completing our review on a timely basis.

While the discussions resulted in the need to obtain additional information from WPPSS, we are confident that it can and will be supplied based on the discussions at the meeting.

A draft of infor-mation needed was reduced to writing and transmitted to the Supply System on November 20.

With the resolution of these NRC staff concerns, we expect that the NRC staff will be in a position to complete its WNP-2 review in the geosciences area.

Me are therefore confident that the Supply System has now been responsive to providing us with the necessary information.
