Dominion j rii" Energy Serial No.17-354 LIC/WZ/RO Docket No. 50-305 License No. DPR-43 NOTIFICATION OF SCHEDULE CHANGE UNDER 10 CFR 50.82(a)(7) FOR POST-SHUTDOWN DECOMMISSIONING ACTIVITIES REPORT In accordance with 10 CFR 50.82(a)(7), Dominion Energy Kewaunee, Inc. (DEK) is submitting notification that DEK is planning to perform an activity that constitutes a schedule change from those actions and schedules described in the Kewaunee Power Station (KPS) Post-Shutdown Decommissioning Activities Report (PSDAR).

This notification refers to Revision 1 of the KPS PSDAR, which was submitted by letter dated April 25, 2014 (Reference 1).

The KPS PSDAR, Revision 1, indicates that removal and disposal of the KPS spent fuel racks will be accomplished in Decon Period 8, "Systems Removal." Per the PSDAR, Revision 1, Decon Period 8 is scheduled to occur between May 2070 and October 2071. However, DEK has decided to dispose of the spent fuel racks during Decon Period 3, "Completion of SAFSTOR Preparations" in 2017 and 2018 concurrent with activities to drain the spent fuel pool and process liquid waste because the racks will be removed from the pool to facilitate these activities. Rather than expending resources to return the racks to the pool only to remove them a second time for disposal during Decon Period 8, DEK has decided to dispose of them in conjunction with the draining and waste processing activities. Additionally, disposal of the racks alleviates the potential need to provide long-term physical protection of the racks under the requirement of 10 CFR 37 during the intervening years until the original disposal date in Decon Period 8. The spent fuel pool racks potentially contain Category 1 or 2 levels of

. radioactive material, which would make them subject to 10 CFR 37 physical protection requirements. This notification applies to the spent fuel storage racks only.

Removal and disposal of the spent fuel racks in Decon Period 3 instead of Decon Period 8 constitutes a schedule change from the actions and schedules in the current PSDAR, and therefore notification is being provided under 50.82(a)(7).

The rack removal is currently scheduled to begin in October 2017 with completion by March 2018.

In accordance with 10 CFR 50.82(a)(6), the impact of removing the spent fuel racks in 2017-2018 rather than 2070 was analyzed and this review concluded that there is no material impact to the Decommissioning Trust Fund. In addition, DEK has concluded that the activity does not change the conclusions of the PSDAR, including the J+oDI

Early removal of the spent fuel racks will have no adverse impact to the cost of decommissioning KPS.

Removal of the spent fuel racks is already contemplated in the PSDAR, therefore rack removal in Decon Period 3 will have no impact on the total volume of radioactive waste shipped and disposed of off-site during decommissioning. The spent fuel racks will be removed from the spent fuel pool to facilitate draining and decontamination of the pool in preparation for long-term plant dormancy in SAFSTOR. The original schedule would have involved placing the spent fuel racks back into the spent fuel pool after draining the pool, then removing them again for disposal in Decon Period 8. However, disposing of the racks as part of the spent fuel pool cleaning activities in Decon Period 3, instead of placing them back in the pool, results in reduced handling; which is expected to lower cumulative personnel dose.

In accordance with 10 CFR 50.82(a)(7), a copy of this notification is being provided to the State of Wisconsin by transmitting a copy of this letter to the designated State Official.
