Reference
- 1) requested confirmation that certain implementation dates relative to the.Emergency Operations Facility (EOF) would be met.
The Supply System will submit the requested conceptual design information for the emergency response facilities for our five nuclear projects currently in the construction phase (WNP-1, 2, 3, 4, 5) during the OL review process.
Reference
- 1) specified that the emergency facilities shall be operational by October 1, 1982, for all facilities licensed prior to that date,
- and, for those facilities licensed after that date, shall be operational prior to issuance of an operating license.
The former requirement applies to WNP-2, which has a scheduled fuel load date of July 1982, and the latter requirement pertains to our nuclear projects 1/4 and 3/5.
For any date that cannot be met, Reference

G. Eisenhut Page Two Regarding WNP-1/4 and 3/5, the Supply System will be able to provide operational emergency response facilities prior to the scheduled fuel load dates (receipt of operating licenses).
- However, we are unable to meet this requirement with respect to WNP-2.
As an alternative, we propose that temporary facilities be considered adequate for purposes of conducting the major plant drill and for meeting"the operating license requirement for WNP-2.
The emergency response facilities for WNP-2 are presently scheduled to be completed in February 1983.
This delay is required in order to accommodate the procurement and construction schedules for the emergency response facilities.
It is requested that you document NRC agreement with our plans for the interim use of temporary emergency response facilities for WNP-2.
We would also like to request a response to our previous correspondence (References 2 and 3) regarding Emergency Operations Facility (EOF) location.
