The Washington Public Power Supply System is providing twelve (12) copies of the WNP-2 Emergency Preparedness Plan (Hanford Site) for your review (ten to NRR and two to I8E).

These are advance copies and will be replaced with official copies in a formal FSAR amendment when they are printed.

No changes in content will be made.

These initial copies are being sent to meet the Supply System commitment to submit an emergency plan in March 1981.

The March date was agreed to by the Supply System and NRC in references 1 and 2.

Additionally, a topical manual approach was approved in Reference 2 for all three Hanford plants allowing consolidation of the three emergency plans (WNP-l, 2, and 4) into one document.

The commitments in this Emergency Plan are based on WNP-2 operating and WNP-1/4 under construction.

Future revisions will be made to include WNP-1 and WNP-4 as operational and will meet the FSAR sub-mittal dates for those plants.

The Emergency Plan describes a permanent Onsite Technical Support Center and Nearsite EOF.

These facilities may not be completed prior to the pre-fuel load drill.

Provisions are therefore being made for temporary facilities to verify the workability of the Emergency Plan.

Other features, procedures, and identified commitments in the plan a'e intended to be in place by the time of the drill.
