Letter, G.D. Bouchey to Brian Grimes, same subject, dated December 12, 1980.

Attached is a copy of my December 12, 1980 letter which requested NRC Staff concurrence with the location of the off-site Emergency Operations Facilities serving the five (5) Washington Public Power Supply System plants that are currently under construction.

To date the Supply System has not received an NRC response to this letter.

We are aware of the recent Commission guidance (NUREG-0696, Functional Criteria for Emergency Response Facilities, dated February, 1981) regarding location of EOFs.

Despite this guidance, we believe our facilities are technically adequate without additional back-up facilities at greater than 10 miles and I would like to request your concurrence with this position in response to our December 12, 1981 correspondence on this matter.

If additional information would be helpful in resolving this matter, please do not hesitate to contact me.
