Letter, RL Tedesco (NRC) to RL Ferguson (WPPSS),

"Staff Evaluation of the Proposed Corrective Weld at the 541 Foot Construction Joint of the Sacrificial Shield Wall", dated November 20; 1980 The purpose of this letter is to request NRR concurrence with action by the Supply System to begin repair of the remaining identified accessible defects in violation of AWS Dl.l on the sacrificial shield wall (SSW).

Currently, in accordance with the reference letter, a technical hold under NRR control exists on any work activity associated with the SSH except the girth weld repair.

As was understood from the meeting with your staff on January 22nd, the only remaining items of concern with NRR on the SSW are the disposition of the minor defects on the outside surface of the SSW which were identified as being in violation of AWS Dl.l.

The Supply System requests your concurrence with our action to begin repair of these defects.

A subsequent submittal will request herdship exemptions on some select welds and request an unconditional reiease orhusy IPIIIFI'VItjesassociated with the sSW.

Washington Public Power Supply System G02-81-25 February 17, 1981 with this action now will minimize schedule

hardship, because there is a time window in our schedule starting February T8th that will allow repair of most defects and minimize requests for hardship exemptions based on schedule ramifications.

Immediate release to repair is requested.

The letter requesting uncondi-tional release and hardship exemptions on a weld-by-weld basis will be submitted no later than February 20, 1981.

However, NRR review and approval of that letter should not be a prerequisite to allow the Supply System to repair identified defects.
