PROPOSED IHPOSITION OF CIVIL PENALTIES 661,000 June 13, 1980 EN"80"21 This is to inform the Commission that a Notice of Violation and a Notice of Proposed Imposition of Civil Penalties in the amount of Sixty-one Thousand Dollars will be issued on or about June 17, 1980, to Washington Public Power Supply System.
This action is based on alleged items of noncompliance as exemplified by deficiencies in the quality assur8nce program during the construction and certification of the sacrificial shield wall and the pipe restraints at the contractor's shop during the period 1976-1978.
In addition to the Notices, a 10 CFR 50.54(f) letter is being sent to the licensee to seek a'dditional information about the quality of the work at the facility.
A news release has been prepared and will be issued about the time the licensee receives the Notices.
The State of Washington will be informed.
It should be noted that the licensee has not been specifically informed of the enforcement action.
