SUBJECT:

SUVYARY OF SITE VISIT BY CASELOAD FORECAST PANEL A meeting was held at the St. Lucie site on September 30,'and October I and 2, 1980, with representatives of the applicant and its contractor (EBASCO).

The purpose of the meeting was to assess the status of construction and to determine what would be the projected fuel load date for Unit.2 (a previous visit for this purpose was held in February 198Q).

The meeting attendees are listed in Enclosure 1

and the agenda is shown on Enclosure 2.

The meeting is summarized as follows.

Summary On September 30, 1980, the applicant and EBASCO gave a presentation on the status of various activities in the construction program for St. Lucie Unit 2.

They stated that the design and engineering review are essentially

'complete (Unit 2 is a replicate of Unit 1) and all but five purchase orders have been placed.

Sixty percent of the purchase orders have already been completed; The applicant stated that construction is proceeding on a two shift basis (second shift has fewer workers) and that availability,of skilled craft workers has not been a problem.

The percent completion for various bulk items were estimated as follows:

concrete placement, rebar and formwork - 871; embedments

- 88%; cable trays - 73$, conduft and large pipe - 52$ ; small pipe - 19Ã; and cables - 7X.

Overall construction completion was estimated at 53K, as of the end of September 1980.

The applicant stated that 79 of the 156 pre-operational procedures required for core loading have been written and that 21 of.these have been reviewed and approved for use.

The startup department is also working with the. construction department to coordinate the schedule for system turnover for testing.

Currently, the containment building is on the critical path for construction completion.

The applicant estimates that the containment building has a, negative slack of four weeks in meeting its projected fuel load date of October 1982.

THI requirements are being factored into the design of the plant and the applicant does not find them impacting the construction schedule.

Also resolution of 5Q.55e occurrences have not impacted the schedule.

On the afternoon of September 30, 1980, we toured the site to witness the status, of construction of Unit 2.

On the morning of October 1, 1980, we toured Unit 1 (operating facility)'for comparative purposes.

Og 8 1980 At the exit interview on the morning of October 2, 1980, we informed the applicant

that, on the basis of our review of the current status and the status during February 1980 (previous site visit), we conclude that construction is still pro-ceeding at the average rate used in the NRC model for projecting construction completion.

Therefore we continue to project a fuel load date of December 1983 for St. Lucie Unit 2.

Ve added that we agree with the applicant's estimate of'urrent completion and that work on pre-operational procedure preparation is proceeding at a,rate which should not impact, the overall schedule.

'ke also stated that we will continue to reassess the projected fuel load date for St. Lucie Unit 2 (and other plants)- on a periodic basis as construction progresses.
