Dear Mr. Youngblood:

Mr. Rubenstein's letter of April 4, 1980 (Reference

1) requested informa-tion regarding implementation of the proposed electrode coating moisture testing technique.

In our letter of April 25, 1980, (Reference 2) we stated that the technique would be used for testing electrodes from all of our projects, (i.e.

WNP-1, 2, 3, 4 and 5).

However, since that writing, we have been able to make arrangements with a laboratory which will do moisture testing on low hydrogen electrodes using the technique required in Section 25 of AWS A5.5.

Therefore, to avoid possible future complications, we intend doing all additional moisture testing at that laboratory.

Accordingly, results from the testing technique approved in Reference I will be applied only to the WNP-1/4 projects.

Testing for the other projects, WNP-2, 3 and 5, and additional testing for WNP-1/4 will be done in accordance with the requirements of Section 25 of AWS A5.5.
