Dear Mr. Rubenstein:

Your letter of April 4, 1980, (Reference

1) concluded that the test proposed in our December 20, 1979, letter (Reference
2) was acceptable, subject to the conditions noted in Reference 1.

We appreciate the review and approval of our request.

In Reference 1, you noted that our December 20 letter is not notarized in accordance with NRC regulations and request that a notarized version be submitted in conformance with regulations.

Our December 20 letter was submitted for technical review of the proposed test method and did not represent an amendment to our license application.

In accordance with instructions provided in Mr. Denton's letter of December 6,

1978 (Reference 3), notariza-tion of our December 20'letter'as not,'in our judgement, required by NRC regulations.

This matter was discussed with you on April 18, 1980, by 'Mr. Sorensen of our staff.
