Dear Mr. Rubenstein:

Reference 1 indicated concerns about the adequacy of the Instrumentation and Controls section of the FSAR to support review for the issuance of an operating license.

Reference 1 further requested WPPSS to revise Chagter 7 of the FSAR to remove repetitious design deficiencies and conflicting or vague statements.

Reference 2 advised the NRC that the entire FSAR was being re-reviewed with the FSAR being changed as necessary.

The Instrumentation and Controls section was to be addressed and changed in this re-review process.

Additionally reference 2 requested a meeting

.with the NRC to discuss particular concerns about the Instrumentation and Control section.

The requested meeting was not held due to TMI-2 and its impact on the availability of the NRC staff.

However, WPPSS has since completed an extensive rewrite of. Chapter 7 of the FSAR.

The revised FSAR Chapter 7

will be submitted soon.

To facilitate the review effort, a presentation is planned for March 26, 1980 and March 27, 1980 to explain the changes made to Chapter 7. It is requested that the appropriate Chapter 7

The meeting is to be held on site to allow for a site tour during the two day meeting.

Besides the FSAR Chapter 7 changes, outstanding questions previously submitted relating to Chapter 7 will be discussed with regards to intended resolution.

Additionally the plant familiarization tour will be given and WPPSS personnel will be available to discuss and resolve any specific concerns of the reviewers.

It is hoped that the revision of Chapter 7 and the planned meetings and discussions will satisfy the NRC concerns expressed in reference (1) and facilitate completion of the NRC Instrumentation and Control Systems review on WNP-2.
