Dear Nr. Engelken:
The following is submitted in response to the subject IE Bulletin:
The WNP-2 inspection program utilized to ensure that the seismic analysis input information conforms to the as-built configuration consists of two parts.
The construction/design process is con-trolled by project procedures which require approval of out-of-tolerance piping changes by the design organization.
The design organization is responsible for factoring these changes into their analysis to ensure an adequate design.
This is a conti nuous on-going program during the construction of the plant.
In-addition to the quality control procedure, WNP-2 has established an as-builting process.
The construction contractor is responsible for inspecting and documenting the final configuration of piping and supports.
The general method used is for the contractor's field engineers to as-built the construction drawings.
This as-built drawing is then given an additional check by the contractors gA/gC inspectors on all safety-related piping and supports.,
This process is controlled by project procedures and is monitored by the owners gA. group who performs random survei llances.
This as-built information is then submitted to the responsible design organization.
This group then confirms that the as-constructed con-figuration satisfies the design criteria.
These as-builts also provide the basis for the final stress reports on the piping systems as applicable.

MNP-2 is presently utilizing the above quality control procedure to verify that the seismic analysis of safety-related/seismic category 1 piping systems does conform with the as-constructed configuration.
At this time, no safety-related systems have been completed and turned over to NPPSS nor have as-builts been received.
Consequently, to do an inspection as outlined in Items 2 and 3 of the IE Bulletin at this time is not possible.
However, the design control and as-built process will result in design conformance with the as-built condition, which is the intent of the bulletin.
