Dear Hr. Renberger:

This concerns Amendment No. 3 to Environmental Report-Operating License Stage for WPPSS Nuclear Project No. 2, Benton County, Washington (ER 77/391).

We have received a copy of the amendment and are instructed to provide our co'mments, if any, to you.

After reviewing the amendment document, we find nothing which would change our comments, which were submitted June 1, 1977, and again on July 26, 1978.

As indicated in the past, the Columbia River anadromous fishery is a major resource and we are concerned about any impact that may cause more deteriorating pressure. As indicated in previous comments, we rely primarily on the U.S.

Fish and Wildlife Service for technical review and recommendations in regards to biotic environmental impacts.
