Dear Mr. Broaddus:

On behalf of the industry, the Nuclear Energy Institute (NEI)1 submits NEI 17-02, Revision 1, Tornado Missile Risk Evaluator (TMRE) Industry Guidance Document, to the U.S. Nuclear Regulatory Commission (NRC) for information and to support the upcoming pilot license amendment requests. Revision 0 of NEI 17-02 was provided to the NRC for information on June 23rd, 2017 to support the July 6th, 2017 public meeting to discuss the methodology and the pilot licensing process and schedule. Over the past three months the industry held two workshops to educate industry members on the TMRE methodology and the industry also received feedback from the NRC at a public meeting held on August 17th, 2017. During this period the TMRE technical advisory group has collected comments and suggestions and has incorporated them into Revision 1 to NEI 17-02.

The industry is preparing to submit license amendment applications in the coming months to pilot the adoption of the TMRE as a licensing basis methodology. Those applications will reference this letter and associated attachment to support the NRC technical review. As the industry gains more feedback on the TMRE methodology, via the pilot licensing process and future public meetings, the industry is currently planning to submit another revision to NEI 17-02 for NRC endorsement by the summer of 2018.
