NRC INTEGRATED INSPECTION REPORT 50-244/99-04
Dear Dr. Mecredy:
This letter transmits the results of safety inspections conducted by NRC inspectors at the Ginna
Nuclear Power Plant from May 17 through June 27, 1999. At the conclusion of the inspection,
the findings were discussed with Mr. J. Widay and others of your staff.
During the six weeks covered by this inspection, we noted generally good overall performance.
However, we are concerned by a series of unplanned radiation exposure events that resulted
from deficiencies in the implementation and oversight of radiological controls. These events
'were properly addressed
within the corrective action program when brought to the attention of
plant management,
but the corrective actions following the individual events were not effective.
In addition, the overall series of events represented
an indifference to proper radiological
controls and precautions on the part of the individual radiation workers, radiation protection
technicians, and direct supervision involved.
Based on the results of our review of these unplanned radiation exposure events, the NRC has
determined that a Severity Level IVviolation of NRC requirements occurred.
This violation is
being treated as a Non-Cited Violation (NCV), consistent with Appendix C of the enforcement
policy. The NCV.is described in the subject inspection report. Ifyou contest the violation or the
severity level of the NCV, you should provide a response within 30 days of the date of this
inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN:
Document Control Desk, Washington, D.C. 20555-0001, with copies to the Regional
Administrator, Region 1, and the Director, Office of Enforcement, United States Nuclear
Regulatory Commission, Washington, D.C. 20555-0001, and the NRC Resident Inspector at
Ginna Station.
