NRC INSPECTION REPORT 50-244/99-03
Dear Dr. Mecredy:
This letter transmits the results of safety inspections conducted by NRC inspectors at the Ginna
Nuclear Power Plant from April 5 through May 16, 1999. At the conclusion of the inspection, the
findings were discussed with Mr. J. Widay and others of your staff.
During the six weeks covered by this inspection, we observed activities associated with the
completion of the refueling outage and unit restart.
We noted good operator performance with
respect to unit start-up evolutions and appropriate control room operator response to two
automatic reactor shutdowns.
We observed an unusually high number of reportable events
during this inspection period, some ofwhich reflect poor staff performance.
Additional
management attention to this short-term performance trend may be warranted.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its
enclosures willbe placed in the NRC Public Document Room (PDR).
