REQUFST /OR RELIEF NO. 34 FROM THE AMERICANSOCIETY OF MECHANICALENGINEERS (ASME) CODE SECTION XI REQUIREMENTS FOR THE R. E. GINNA NUCLEAR POWER PLANTTHIRD 10-YEAR INSERVICE INSPECTION INTERVAL(TAC NO. MA3287)
Dear Dr. Mecredy:
By letter dated August 6, 1998, you requested relief (RR-34) from the examination requirement of the ASME Code,Section XI, for certain component integral attachments, pursuant to the provisions of 10 CFR 50.55a(g)(5)(iii) for the third 10-'year inspection interval of the unit. The NRC staff concludes that the requirement of the Code is impractical and relief is granted and the alternative inspection approved pursuant to 10 CFR 50.55a(a)(3)(i) and 50.55a(g)(6)(i).
The relief granted is authorized by law and willnot endanger life or property, or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee ifthe requirements were imposed on the facility. The proposed alternative provides an acceptable level of quality and safety. The staff's evaluation and conclusion are contained in the enclosed safety evaluation with attached Technical Letter Report.
Therefore, the subject request for relief from the Code requirement is granted for the third 10-year inspection interval.
