SUBJECT:
NRC INTEGRATED INSPECTION REPORT 50-244/98-13
Dear Dr. Mecredy:
This letter transmits the results of safety inspections conducted by NRC inspectors at the Ginna
Nuclear Power Plant from November 30, 1998, through January 10, 1999. At the conclusion of
the inspection, the findings were discussed with Mr. J. Widay and others of your staff.
Throughout the six weeks covered by this inspection, the plant was maintained and operated
safely. We noted that significant actions had been implemented to improve previous
weaknesses
in your diagnostics and corrective actions for recurring Westinghouse circuit
breaker failures at your facility. The root cause analyses performed to address the breaker
failures were comprehensive,
and your circuit breaker maintenance program for the low voltage
circuit breakers was improved.
In addition, we noted that a simulated severe accident
mitigation drillwas well planned and coordinated, and operators performed well during the
exercise.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its
enclosures willbe placed in the NRC Public Document Room (PDR).
