Dear Mr. Vissing:

The letter is in response to the NRC's letter dated June 26, 1998 that requested RG&E to respond to a

request for additional information (RAI) related to one-Service-Water-Pump operation.

RG&E has available the information needed to respond to this

request, but we propose to defer formal response until September 11, 1998 for the following reasons:

1)

RG&E has been in the process of improving both the operation of the Service Water System as well as our knowledge of its operation.

This has been accomplished through modification enhancements (stainless steel impeller installed in July 1998) and performance testing.

These improvements have required changes to the thermal hydraulic modeling of the Service Water System.

This enhanced model will be used to respond to the RAI.

RG&E is in the process of closing out all items related to Generic Letter 89-13 and has scheduled a meeting with the NRC in late August.

Any issues emanating from that meeting are planned to be factored into our responses.

We trust that this deferral will result in a more comprehensive response to facilitate closure of this issue.
