Dear Mr. Vissing:
This letter provides closure notification of NRC Generic Letter (GL) 89-10 for Rochester Gas
& Electric (RG&E),
concerning the program for testing and surveillance of motor-operated valves (MOVs) at Ginna Station.
Program closure is based on:

Confirmation that MOVs in the GL 89-10 program are operable
~
Adequate validation of input assumptions
~
MOV design basis calculations finalized and approved in accordance with Engineering Procedures
~
External independent assessment of the MOV program scope,

and MOV Program Manual
~
Regrouping of MOV program
- valves, and providing t
appropriate justification for valve factors

Development of two new Engineering Procedures:

There are several issues that will be addressed by RG&E.
These issues will, be tracked by the "Commitment and Action Tracking System" (CATS).

Use of the Electric Power Research Institute (EPRI)
Performance Prediction Program (PPP) methodology:
RG&E will perform PPP calculations on valves that can not be differential pressure (D/P) tested.

Conduct administrative training on SMARTBOOK, to include the procedural controls established, and the purpose and limits for the use of SMARTBOOK.
