SUBJECT:

RE(VEST FOR RELIEF NO.

32 FROM THE AMERICAN SOCIETY OF MECHANICAL ENGINEERS (ASME)

CODE SECTION XI RE(UIREMENTS FOR THE R.

E.

GINNA NUCLEAR POWER PLANT THIRD 10-YEAR INSERVICE INSPECTION INTERVAL (TAC NO. M98161)

Dear Dr. Mecredy:

By letters dated March 10,

1997, and June 19,
1997, you requested relief from the volumetric examination of inner radius of the 2-inch nozzles of the Regenerative Heat Exchanger since an acceptable Code examination is not possible utilizing current technology.

The NRC staff concludes that the requirement of the Code is impractical.

The staff has determined that relief be granted and imposes an alternative inspection method pursuant to 10 CFR 50.55a(g)(6)(i) which is authorized by law and will not endanger life or property, or the common defense and security and is otherwise in the public interest.

The staff's evaluation and conclusions are contained in the enclosed safety evaluation.

Therefore, the subject request for relief from the Code requirement is granted for the third 10-year inspection interval.

Sincerely, ORIG INAL SIGNED BY 3.A.
