NUCLEAR POWER PLANT'NSPECTION REPORT NO. 50-244/97-004
Dear Dr. Mecredy:
The enclosed report documents
an inspection for public health and safety, led by
Mr. J. Lusher at R.E. Ginna Nuclear Power Plant, Ontario, New York, during the week of
June 9, 1997.
The inspection evaluated the performance of your emergency response
organization during the June 11, 1997, R.E. Ginna full-participation exercise.
The
inspectors discussed
the findings of this inspection with you and others of your staff on
June 12, 1997.
Based on the results of this inspection, it was determined that the overall performance of
the emergency response
organization was good.
Simulated events were accurately
diagnosed,
proper mitigation actions were performed, emergency declarations were timely
and accurate,
and off-site agencies were notified promptly.
No exercise weaknesses,
safety concerns,
or violations of NRC requirements were observed.
However, an inspector
follow-up item was identified in the technical support center/operational
support center for
failure to follow a procedure
and debrief emergency repair teams.
By not debriefing the
emergency repair teams as they return from plant areas, can result in the loss of valuable
exposure
and plant condition information, need for preparation of other emergency repair
teams and other mitigating actions.
No response
to this letter is necessary.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter
and its enclosures
will be placed in the NRC Public Document Room.
