NRC INTEGRATED INSPECTION REPORT 50-244/97-02
Dear Dr. Mecredy:
This letter transmits the results of safety inspections conducted
by NRC inspectors at the
Ginna Nuclear Power Plant from February 24 through April 6, 1997. At the conclusion of
the inspection, the findings were discussed
with Mr. J. 'JViday and others of your staff.

During the six weeks covered by this inspection period, we noted overall safe plant
operations
and conservative operating decisions in response
to disturbances
on the off site
electrical power grid.
However, we noted some recent incidents which indicate, that equipment vendor
recommendations
were not properly implemented when performing plant maintenance.
This contributed to inadequate
lubrication, and subsequent
failure of a rod control system
motor-generator
bearing, and undercompensation
of an intermediate range nuclear
instrument prior to a plant startup,
In addition, we found that overall management
of the vendor manual program was
deficient in that procedures
in place to maintain the program were not rigorously followed,
or contained conflicting requirements.
Management attention is warranted in addressing
programmatic weaknesses
in this area.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of this letter
and its enclosures
will be placed in the NRC Public Document Roo'm (PDR).
