Dear Dr. Hecredy:
By letter dated November 14,
- 1996, you responded to the Safety Evaluation (SE) dated Hay 28,
- 1996, by providing additional information in support of Relief Requests VR-8 Revision 1 and VR-9 Revision 1 for the Ginna Nuclear Power Plant, Third 10-Year Interval Program for Inservice Testing (IST) of valves.
The alternative testing proposed for these relief request revisions in your earlier submittals (dated January 12,
- 1996, and Harch 27, 1996) had been authorized in the Hay 28,
- 1996, SE for 1 year to allow you time to justify the proposed alternatives on a long-term basis.
Your proposed alternative would replace the current disassembly schedule of'these check valves (two valves every 6 years) wi'th a more frequent testing schedule (all four valves every three refueling outages).
The enclosed SE addresses alternative proposals for the requirements of Section XI of the ASHE Boiler and Pressure Vessel Code (ASHE Code) at the R.
E. Ginna Nuclear Power Plant during the Third 10-Year Interval Program for Inservice Testing of pumps and valves.
Relief Re uest VR-8 Revision 1 and Re uest VR-9 Revision The alternative proposals in VR-8 Revision 1 and VR-9 Revision 1 are authorized pursuant to 10 CFR 50.55(a)(3)(i) in that the alternatives provides an acceptable level of quality and safety.
The NRC staff concludes that the relief requests as evaluated by the SE will not compromise the reasonable assurance of operational readiness of pumps and valves in question to perform their safety-related functions.
