Dear Mr. Vissing:
Rochestex Gas and Electric (RG&E)
Corporation is planning to implement a program to verify on a periodic basis that safety-related motor-operated valves (MOVs) continue to be capable of performing their safety functions within the current licensing basis of the R.E.
Ginna Nuclear Power Plant.
This program will ensure that changes in required performance resulting from degradation 'such as those caused by age) can be properly identified and accounted for.
As recently discussed with the
- NRC, as a result of the issues identified in Inspection Report, 96-08, RG&E is in the process of completing a self assessment of the Generic Letter 89-10 program utilized at Ginna
- Station, including issues associated with periodic verification.
This self-assessment will provide for the completion of a baseline capability determination for all MOVs in the progxam.
This will be coupled with an evaluation of the MOVs risk significance, their capability margins, and the results of a trending program, to help define the elements of a comprehensive periodic verification program.
RG&E is also participating in the Westinghouse Owner's Group effort on this subject.
The goals of the WOG program are to provide a
consistent framework to address periodic verification of MOUs, and to incorporate existing plant data studies in PSA and prioritization to develop a
WOG position on periodic verification.
The WOG effort is currently expected to be completed by the end of May 1997.
RGGE will incorporate information developed as a result of the above two studies in developing our periodic verification program.
A summary description of the program will be provided to the NRC upon notification to the NRC of the completion of Generic Letter 89-10 program, or March 18, 1997, whichever is later.
