Final Exercise Report Robert E. Ginna Nuclear Power Station December 6,

1995

Dear Mr. Martin:

Enclosed is a copy of the final exercise report for the December 6,

1995, full-participation Plume Exposure Pathway joint exercise of the offsite radiological emergency response plans specific to the Robert E. Ginna Nuclear Power Station.

The State of New York, as well as Wayne and Monroe Counties participated in this exercise.

The final exercise report was prepared by the Federal Emergency Management Agency (FEMA) Region II staff.

A copy of this report has been forwarded to the State of New York by FEMA Region II.

There were no deficiency's and three Areas Requiring Corrective Action were identified during the December 6, 1995, exercise.

FEMA Region II staff will monitor the status of the three correc"ive actions (ARCAs).

Based on the results of the December 6,

1995, exercise it has been determined that the offsite radiological emergency response plans for the State of New York, and the affected local jurisdictions, specific to the Robert E.

Ginna Nuclear Power Station, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.

Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and applicable preparedness measures for the State of New York and the local jurisdictions, specific to the Robert E.

Ginna Nuclear Power Station Site, granted on August 19, 1986, will remain in effect.
