SUBJECT' n, Director Office Analysis and Evaluation of Operational Data HEAD(UARTERS MAJOR LESSONS LEARNED FROM THE GINNA EXERCISE OF DECEMBER 6, 1995 On December 6,

1995, a full-scale emergency preparedness exercise was conducted with the GINNA Nuclear Power Plant near Rochester, New York.

The NRC Operations Center and Region I, as well as the response organizations of the State of New York and the counties of Wayne and Monroe, participated in this exercise.

Representatives from DOE,

EPA, HHS,
USDA, NOAA, and FEMA also participated at the NRC Operations Center.

Visitors from INPO and EGEG/WAMO observed the exercise at the NRC Operations Center.

The scheduled exercise was followed by the activation of the NRC Headquarters News Center in the TWFN auditorium.

This was the first such activation of the NRC Headquarters News Center in TWFN.

A press briefing was conducted which included the delivery of a press statement by an NRC Spokesperson, followed by a question and answer period with simulated media made up of utility public affairs professionals and American University journalism students.

The principal exercise objectives for Headquarters were as follows:

1.

Demonstrate the ability to activate the Headquarters News Center to full operational status and exercise the public affairs interface with the news media.

2.

Demonstrate effective communication of reactor event status, event implications, and protective measure's status to the Executive Team.

3.

Demonstrate the ability to present an integrated Reactor Safety Team/Protective Measures Team public health and safety assessment to the Executive Team.

4.

Demonstrate a method for keeping the Executive Team apprised of the current status of executive communications with The White House, members of Congress, other Federal

agencies, and State decisionmakers.

At the completion of the exercise, a series of critiques were conducted to assess response team and equipment performance.

Subsequently, staff meetings were conducted on December 7,

1995, and January 24, 1996, to review the overall NRC performance during the exercise, to determine if all exercise objectives had been adequately addressed, and to make recommendations for follow-up actions where necessary.

NJOR LESSONS LEARNED FROM THE GINNA EXERCISE ON DECEMBER 6, 1995 NRC HEADQUARTERS OBJECTIVES l.

Demonstrate the ability to activate the Headquarters News Center to full operational status and exercise the public affairs interface with the news media.

2.

The NRC Headquarters News Center was activated as part of the GINNA Exercise and was brought to full operational status within one hour of its activation.

Staffing levels and positions were established and implementing procedures were developed for the News Center for this exercise.

During the exercise, the need for limited modifications in the News Center staffing levels and positions as well as minor changes to the procedures were identified.

These changes have already been implemented.

In a subsequent

exercise, a fuller demonstration of the publig affairs interface with the media and coordination of a press statement with the licensee and the State prior to release to the public will be conducted.

Demonstrate effective communication of reactor event status, event implications and protective measures status to the Executive Team.

New presentation tools were used effectively during this exercise.

These tools assisted team directors in effectively communicating, to the Executive

Team, the status and implications of the event, recommended protective actions, and the status of the coordinated
Federal, State, and local response.

Overall, these tools worked very well.

Follow-up actions include the incorporation of some of the tools into the NRC's

Response

Computer System.

3. 'emonstrate the ability to present an integrated Reactor Safety Team/Protective Measures Team public health and safety assessment to the Executive Team.

Improved coordination of assessment information between the Reactor Safety Team and the Protective Measures Team was very successfully demonstrated.

Several integrated Reactor Safety Team/Protective Measures Team public health and safety assessments were presented to the Executive Team during the exercise.

These assessments appeared to address the Executive Team needs.

Similar coordinated assessments will be provided to the Executive Team in future exercises.

A chronological display of Executive Team comaunications with The White

House, Congress, and other key contacts used during this exercise was relatively easy to maintain.

The status and appropriate timing of Executive Team communications will be addressed in future exercises.

Provide specialized media training for those individuals who may serve as the News Center Spokesperson or News Center Technical-Advisor/BrieFer during press briefings.

Oemonstrate in a subsequent full-scale exercise the coordination of a press statement with the licensee and the State prior to release to the public.

A greater emphasis on the Executive Team liaison with senior White House, Congressional, and State government officials.

A clarification of the guidance regardingtiming and authority to be delegated.

Provide a simple, streamlined method of expeditious electronic processing and distribution of Operations Center Status'ummaries and Headquarters Press Releases to internal NRC recipients and external agencies.
