Dear Dr. Mecredy:
This report transmits
the results of all the safety inspections
conducted
by
NRC inspectors
at the
R.
E. Ginna Nuclear
Power Plant from December
3,
1995 to
January
27,
1996.
At the conclusion of the inspection,
the results
were
discussed
with Hr. J.
Widay and other members of your staff.
We are providing
one report for all the inspections
conducted
during this period in order to
better integrate
our inspection findings into a consistent
regulatory
message
and more clearly communicate
how these findings may reflect any changes
in
plant performance.
The inspection
was focused
on areas
relevant to public health
and safety
and
examined the control of operations,
maintenance,
engineering,
and plant
support activities.
Within these
areas,
the inspection consisted
of selective
examinations
of procedures
and representative
records,
interviews with
personnel,
and observations
by the inspectors.
Overall, the
NRC has concluded that your facility was operated
in a safe
manner.
We noted continuing evidence that the operating organization
has
effectively adopted
a formal program that implements
a conservative
operating
philosophy.
We also reviewed your preparations
for the steam generator
replacement
project, including the radiation controls
program preparations,
and noted thorough planning
and appropriate
emphasis
on safety.
In accordance
with 10
CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter and its enclosure will be placed in the
NRC Public Document
Room.
