Dear Mr. Johnson:

Enclosed is an application for Amendment to the Facility Operating License and to amend Appendix A of that license to reflect changes related to the nuclear fuel cycle for NRC approval.

Request for review of this application is made in accordance with the provisions of 10 CFR 50.91(a)(6) for exigent circumstances.

Current Technical Specification 5.4.2 limits the fuel enrichment of U-235 to be stored in the Spent Fuel Pool to 41.9 grams per axial centimeter. Fuel being delivered to the Ginna site approximately February 17 will contain a high enrichment, in order to support the 18-month fuel cycle. Therefore, this amendment must be approved prior to that date.
