Dear Dr. Hecredy:
This report transmits
the findings of the safety inspections
conducted
by NRC
inspectors
at the
R.
E. Ginna Nuclear
Power Plant from October 22,
1995 to
December
2,
1995.
At the conclusion of the inspections,
the findings were
discussed
with Hr. J.
Widay and other members of your staff.
We are providing
one report for all the inspections
conducted
during this period in order to
better integrate
our inspection findings into a consistent
regulatory message
and more clearly communicate
how these findings may reflect any changes
in
plant performance.
The inspections
were focused
on areas
relevant to public health
and safety
and
examined the control of operations,
maintenance,
engineering,
and plant
support activities.
Overall, the
NRC concluded that your facility was
operated safely.
During this period,
an announced
safety inspection
was conducted of your
radiological
environmental
monitoring and meteorological
monitoring programs.
This included
an evaluation of management
controls, quality assurance
audits,
quality control program for analytical
measurements,
and the monitoring
program regarding
The inspection
concluded that very good
radiological
environmental
monitoring and meteorological
monitoring programs
are being implemented.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter
and its enclosure will be placed in the
NRC Public Document
Room.
