Dear Mr. Johnson:
RG&E submitted the 60-day response to GL 95-07 by letter dated October 17, 1995.
By reference (a)r NRC stated that RG&E's 60-day response was not fully responsive in that the existence of ongoing WOG efforts does not constitute an acceptable safety basis for deferring the 90-day requested actions of GL 95-07 to 180 days.
As requested by reference (a),
RG&E intends to comply with the 90-day requested actions of GL 95-07 (due November 17, 1995).
A summary of these actions and other information requested by GL 95-07 will be submitted in the 180-day response on February 16,
- 1996, as requested.
As stated in our 60-day
- response, RG&E completed screening and operability assessment on all safety-related gate valves, including all GL 89-10 MOVs, which are potentially susceptible to PLTB.
Our efforts were reviewed and documented by the NRC in reference (b).
RG&E agrees that the WOG proposed program, which we believe it will be beneficial for us to participate in, does not alone assure the safety basis for operability, and our 60-day response was not intended to convey reliance on that program as our approach to assure near term operability for valves susceptible to PLTB.
