Dear Mr. Johnson,
As part of the conversion to Improved Standard Technical Specifications, RGRE has proposed to implement a COLR for parameters which can be expected to change on a refueling cycle basis (Ref. (a)). Based on the NRC review ofthe proposed COLR, RGRE has agreed to make several changes to the previously submitted documentation.
Therefore, enclosed please find a revised copy ofthe following:
a.
Justification for relocating the departure from nucleate boiling (DNB) and shutdown bank insertion limits to the COLR (previously Ref. (a), Attachment A) (Attachment I);
b.
Proposed COLR (previously Ref. (a), Attachment F) (Attachment II); and c.
Administrative Controls technical specifications (previously Ref. (a), Attachment C)
(Attachment III).

Attachment I Revised Justifications for Locating Parameters in the COLR
Departure from Nucleate Boiling (DNB) Parameters The pressurizer pressure, RCS average temperature, and RCS total flowrate limits have been placed in the COLR instead ofproviding the actual values in the LCO. This change was made for the followingreasons:
These parameters are an input to the core reload analyses that use generic methodology which has received NRC approval. As part ofthe conversion to 18 month cycles, RG&E is planning a revision to T,. Also, RG&Ewillbe implementing a T,, "window" beginning in 1996 such that the actual value ofT,willchange cycle to cycle.
Pressurizer pressure may also change at a future date.

RCS total flowwillchange as a result ofthe replacement steam generators beginning in 1996. RG&E may elect to revise the required flowin the future ifthe predicted flow with the new steam generators provide excessive margin with respect to the measured values.
3.
RG&E currently does not have an LCO for DNB. Therefore, in order to prevent the need for additional technical specification amendments, especially related to requirements that Ginna Station currently does not have, these parameters have been moved to the COLR using previously approved methodology.

The relocation ofthese parameters to the COLR is also consistent with an approved LAR for Kewaunee (Ref. 1).

Shutdown Insertion Limits The shutdown bank insertion limithas been placed in the COLR for the followingreasons:
The definition offullwithdrawn with respect to active fuel height can change from cycle to cycle when defined in terms of "steps" due to manufacturing, measuring uncertainties, and fule rod position relative to the bottom nozzle from use ofaxial blankets, etc.

NUREG-1431, Revision 1 allows this parameter to be relocated to the COLR.
3.
The current Ginna technical specifications do not have a defined value for "fully withdrawn."
