Dear Dr. Hecredy:
This letter transmits
the September
10,
1995 to October 21,
1995 inspection
findings of Hessrs.
P. Drysdale
and
E. Knutson at the
R.
E. Ginna Nuclear
Power Plant.
At the
end of the inspection,
the findings were discussed
with
Hr. J.
Widay and other members of your staff.
The inspection
was focused
on areas
relevant to public health
and safety
and
examined the control of operations,
maintenance,
engineering,
and plant
support activities.
Within this scope,
no violations were identified.
Overall, the
NRC continued to see
good safety performance
at Ginna. This was
demonstrated
by the early identification of the service water
pump motor
winding insulation
breakdown
and the comprehensive
corrective actions
implemented
in response
to the June
1995 loss of instrument air system event.
The Plant Operations
Review Committee
and the Nuclear Safety Audit and Review
Board continued to provide effective management
oversight of site activities.
However, the inspectors
did identify certain recent incidents that merited
in-depth review that were not addressed
by the ACTION reporting system.
Additionally, some concerns identified with the maintenance
on
a charging
system
pump and surveillance testing activities
on the turbine-driven
pump, warrant management
attention to assure
adverse
trends
do not develop.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter
and its enclosure will be placed in the
NRC Public Document
Room.
No response
to this letter is required.
