SUBJECT:

GINNA BRIEFING

Dear Dr. Hecredy:

The NRC is planning to participate in the emergency preparedness exercise at the Ginna Nuclear Power Station, scheduled for December 6, 1995.

NRC participation in this exercise will include a support team in the Region I office and a full site response team organization as well as a full response organization in our Headquarters office.

When Region I participates as a player in a licensee exercise, we have found it prudent to have representatives from the licensee's Emergency Preparedness staff provide the Region I staff with a briefing on the emergency organization, facili-

ties, and procedures.

In the past, a briefing lasting about two hours was found to be adequate.

We would like to have such a briefing in the Region I office starting at around 1:30 p.m.

on November 16, 1995.

We have coordinated this request with Hr. Peter Polfleit of your staff, who has kindly agreed to.make the presentation.

Although I have enclosed an agenda from a previous briefing for your information, you should not feel constrained to follow it.

Your agenda should reflect the aspects of your Emergency

Response

Program that your staff fee'ls NRC personnel should be knowledgeable of to ensure a well coordinated response.

If you have any questions regarding this matter, please contact Hr.

Paul D.

Kaufman (610-337-5082) or Hs. Felicia H. Hinson (610-337-5391) of my staff.

Sincerely, Original Signed by:
