PT-47 5 1 PT 47.5 CONTAINMENT FAN RECIRCULATION UNIT HEPA FILTRATION SYSTEM EFFICIENCY TEST

1.0 PURPOSE

To provide test steps for surveillance aerosol leak testing of the installed <<HEpA<< filter bank to ensure that there are no leaks greater than that allowed by system acceptance criteria.

2.0 TEST RE UIREMENTS:

2.1 This test shall be performed every 18 months or following painting, fire, or chemical release, in the area communicating with the air handling unit and shall have the following conditions demonstrated:

2.1.1 Pressure drop across the <<HEPA<< filter bank is < 3<<

H 0 at design flow rate, (+ 104).

2. 1.2 In place thermally generated <<DOP<< testing. of the

<<HEPA<< filters shall show > 994 removal efficiency.

2.2 Test shall be performed after each complete or partial replacement of the <<HEPA<< filter bank or after any structural maintenance performed on the hepa mounting frames or housing.

2 ' Visual inspection of <<HEPA<< filter assemblies for damage and for freedom of dust accumulation, shall be performed.

3.0 REFERENCES

4.0 INITIAL CONDITIONS:

4.1 Vendor documentation required by the applicable purchase order has been submitted to QC Dept. and found acceptable prior to start of work.

QC 4.2 Ensure an A-52.4 has been initiated for the unit to be tempted, or the plant is in Cold Shutdown with Tavg 200 F.

4.3 RGGE test personnel are qualified in accordance with A-1102.

4.'4 Notify Shift Supervisor and Head Control Operator at start of test.

4.5 When mass air flow thru "HEPA" bank(s) has been determined, log on applicable vendor's "IN-TEST" data sheet(s).

4.6 This procedure is divided into the following sections.

Initial which section(s) apply and mark remainder N/A.

4 ~ 6~1 Hepa Filter Bank Visual Inspection (Section 6.2).

4.6.2 Hepa Filter Bank Testing DOP (Section 6.3).

4.6.3 Hepa Filter Bank Removal and Replacement (Section 6. 4) .

5.3 Notify the Health Physics Section that DOP will be used to test the recirculation unit Hepa Filters and a strong organic odor may be noticed in the areas affected by this system.

5.4 Proper sequential implementation of each process in this procedure, as approved, is necessary to ensure adherence to A-805, Control of Consumable Materials, at Ginna Station.

6.0 INSTRUCTIONS

NOTE: These instructions are common for all four hepa banks and will be repeated when testing each individual unit. Steps may be marked N/A, at this time.

if any unit is not being tested Recirc. Units "A" II B II C II D lf 6.1 Ensure associated fan is shutdown ("Pull-Stop" position) and test tag(s) are hung on fan switch(es),

before entering plenum unit (MCB and Emerg. Sta.).

6.2 HEPA FILTER BANK VISUAL INSPECTION:

6.2.1 Completely inspect Hepa filter bank installation paying particular attention to the following:

6.2.2 Defective filter cells (i.e., indication of flow through holes and separator condition).

6.2.3 Improperly installed gaskets and clamps.

6.2.4 Air communication paths between upstream and downstream plenum. (I.e., filter frame cracks, separation of mounting frame from plenum, conduit and/or pipe passage ways).

6.3 HEPA FILTER BAN ESTING-DOP:

6.3.1 Ensure the following equipment items are available:

PT-47.5:5 Recirc. Units II A II "C" lt D It DOP-Dioctyl Phthalate.

DOP Aerosol Generator (Thermally Operated).

DOP Aerosol Detector.

Connect DOp Aerosol Detector to power line outlet.

Connect sample lines from detector to upstream and downstream sample ports.

Establish air flow thru system.

Record pressure drop across (Max. Allowable < 3" H2O) filters:

NOTE If pressure drops limits, submit a are beyond allowable WR/TR to correct the problem prior to testing.

Take background aerosol measurement with detector, and if the downstream concentrations out, purge the system until an cannot be zeroed acceptable background level is reached.

Connect appropriate DOP Aerosol Generator to injection port, start injection, and adjust generator as necessary.

Connect DOP Detector to upstream sample line, allow reading to stabilize, record reading on vendor's "DOP TEST" data sheet, and disconnect sample line.

Connect DOP Detector to downstream sample line, allow reading to stabilize, record reading, and disconnect sample line.

PT-47.5:6 Recirc. Units IIA II II B II "D" 6.3.10 Repeat Step 6.3.8 to ensure that upstream concentration has remained the same, (+ 5).

6.3.11 Calculate percent efficiency and transfer data to appropriate vendor's data sheet.

EFFZCZENCY:

6.3.12 Zf a discrepancy requiring maintenance is found, due to the percent efficiency obtained being less than the allowable limits, submit. a WR/TR to correct the problem as soon as practical and retest, otherwise mark N/A.

RETEST EFFZCIENCY:

6.3. 13'emove all DOP equipment hoses from sample points.

6.3.14 Replace all pipe caps and fittings on unit.

6.4 HEPA FILTER BANK REMOVAL AND REPLACEMENT 6.4.1 Ensure instruction Step 6.1 has been performed prior to entering plenum unit.

6.4.2 Number of filter cells removed.

¹ ¹ 6.4.3 Replace filter cells removed with approved type and ensure the bank is restored to operating condition.

6.4.4 Test system utilizing appropriate test section to ensure system efficiency within allowable limits.

6.5 A copy of the vendor's test data shall be attached to this procedure.

6.6 Vendor to submit, at a future date, a complete report of test results.

6.7 'nsure all test tags have been removed and test tag log reflects so.
