and MCAP-13838 [Hon-Proprietary] all Entitled "Generic Assessment of Asymmetric Rod Control Cluster Control Assembly Mithdrawal" Paar Nr. Malsh.
The purpose of this letter is to acknowledge receipt of your letters of August 5, 1993 and August 26, 1993, transmitting MCAP-13803, MCAP-13803 Rev 1
and MCAP-13838 Generic Assessment of Asymmetric Rod Cluster Control Assembly Mithdrawal" and to inform you that a formal review by the Nuclear Regulatory Commission (HRC) will be necessary.
Me will report our results in a Safety Evaluation Report and you will be charged fees for the review of this
- document, On June 21
- 1993, the HRC issued Generic Letter (GL) 93-04, "Rod Control System Faiiure and Mithdrawal of Rod Control Cluster Assemblies (RCCAs),
?t requires that each addressee provide an assessment of whether or not the licensing basis for each facility is still satisfied with regard to the requirements for system response to a single failure in the Rod Control System (General Design Criterion (GOC)
ZS or equiva'lent) in light of the Salem event.
The Mestinghouse Owners Group (MOG) undertook a program to support the licensees'esponses to the Generic Letter.
MCAP-13803, MCAP-13803 Rev 1
and MCAP-13838 provide the (MOG) technical documentation and methodology for the generic analyses of asymmetric RCCA withdrawals.
The report concludes that the Departure from Nucleate Boiling (DNB) design basis would be satisfied on a plant-specific basis fo}'he asymmetric RCCA(s) withdrawal event for all Mestinghouse
- plants, MCAP-13403 Revision 1 is referenced by nearly all licensees in their responses to GL 93-04 as the basis for continued operation until the proposed timing modifications and additional surveillance can be implemented.
A firm schedule for implementation of these enhancements has not been established as yet.
Thus, our review of this report is necessary to )ustify operation in the interim.
- However, our review will be limited in scope due to the fact that this methodology will be relied upon only temporarily, Me will not be reviewing the computer codes used in the analysis,
