NRC INSPECTION 50-244/95-12
Dear Dr. Hecredy:
This letter transmits the Hay 7,
1995 to June
17,
1995 inspection findings of
Hessrs.
T. Hoslak and
E. Knutson at the
R.
E. Ginna Nuclear
Power Plant.
At
the end of the inspection,
the findings were discussed
with Hr. J.
Widay and
other members of your staff.
The inspection
was focused
on areas
relevant to public health
and safety
and
examined the control of operations,
maintenance,
engineering,
and plant
support activities.
Within this scope,
no violations were identified.
The
loss of instrument air to containment that occurred during this period
presented
operators
with a significant challenge to plant control,
and their
response
was excellent.
Operators
promptly located
and isolated the
instrument air leak,
and averted
a reactor trip in spite of very limited
procedural
guidance for primary plant control during
a sustained
loss of
instrument air.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter and its enclosure will be placed in the
NRC Public Document
Room.
No response
to this letter is required.
