GINNA MOTOR-OPERATED VALVE INSPECTION 95-06
Dear Dr. Mecredy:
This letter transmits
the report of an inspection of the Ginna Nuclear
Power
Plant motor-operated
valve
(MOV) program conducted
by Mr. L. Prividy and
others of this office from March 27-31
and April 19-20,
1995.
The inspectors
focused
on areas
important to public health
and safety,
performing
an
independent
evaluation of MOV program procedures,
calculations,
and test
results associated
with NRC Generic Letter (GL) 89-10,
"Safety-Related
Motor-
Operated
Valve Testing
and Surveillance."
The preliminary findings were
discussed
with Mr. J.
Widay and other members of your staff by telephone
on
May 1,
1995.
Our inspection
found that you were making satisfactory
progress
to complete
the
MOV program
by June
28,
1995.
We recognize your efforts to refurbish
valve actuators
and dynamically test over 60X of the
MOV population,
including
most risk-significant valves;
however, test data still need to be evaluated
for verification of the design-basis
capability of all
MOVs.
Inconsistencies
were found between
MOV program documents
and calculations,
as
well as with test procedures,
reflecting weaknesses
in administrative
controls.
Some
key technical
issues
also
need to be resolved for MOV program
completion,
such
as
stem lubrication degradation
and your grouping
methodology,
which was not consistent with,Generic Letter 89-10,
