We received your 10 CFR 50.54(a) submittal referenced above transmitting a

change request to the Quality Assurance Program for the R.

E. Ginna Nuclear Power Plant.

The Region I staff has reviewed this submittal in accordance with 10 CFR 50.54(a).

The specific changes were discussed during a meeting between the NRC and Rochester Gas and Electric Company

{RGE) on September 18, 1994.

The key changes reviewed were:

reformatting the QA Program based on the approach provided in the NRC Standard Review Plan 17.3; QA reporting responsibility changed from the Senior Vice President to the Vice President of Nuclear Operations; replacing the QA Manual with the Nuclear Policy Manual

{Nuclear Directives);

increased emphasis on line organization's self-assessments and quality reviews; decreasing the assessment frequencies in certain performance areas; emphasizing the performance based approach more than the compliance based approach for assessment activities; and more clearly describing elements of the N45.2 daughter standards in the Quality Assurance Program.

Dr. Robert C. Mecredy We have determined that the changes to the guality Assurance Program are acceptable in that the guality Assurance Program continues to satisfy the criteria of Appendix B of 10 CFR 50.

The effectiveness of your guality Assurance Program and procedure implementation will continue to be the subject of routine regional inspections.

Please refer to (guality Assurance) gA 95-08 in future correspondence regarding this issue.
