This letter refers to the announced

radiation controls inspection

conducted

by

Hr. J.

Noggle of this office on December

19-22,

1994 of activities authorized

by

NRC License

No.

DPR-18 at the Ginna Nuclear

Power Plant

and to the

discussions

of our findings held by Hr. J.

Noggle with Hr.

R. Marchionda

and

other members of your staff at the conclusion of the onsite portion of the

inspection

on December

22,

1994.

The inspection

was continued in the Region I

office until January

6,

1995 to review additional materials

provided

by your

staff on January

3 and 6,

1995

and included

a telephone

conference

by Hr.

Noggle and Dr.

R. Bores with Hr. T. Harlow and others of your staff on January

6,

1995.

Final inspection results

were communicated to Hr. Harlow by

'elephone

on January

26,

1995.

Areas

examined in this inspection

are important to public health

and safety,

and are described

in the

NRC Region I Inspection

Report which is enclosed with

this letter.

Within these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspector.

Within the scope of this inspection,

you had in place

an effective radiation

controls program

and

have initiated several

areas of enhancement

including:

streamlining of the health physics

(HP) access

control point, implementation

of an electronic pocket dosimeter

(EPD) system,

and establishment

of a new

station committee chartered

to reduce

outage

exposures

from a job planning

and

work method perspective.

Results

from these initiatives will be reviewed

during the next scheduled

outage period.

Your audits of various

program areas

and performance of the

HP training program

have

been

good.

However,

as the

result of a review of recent radiological events,

two examples of one

violation of NRC requirements

were identified. which involved the failure to

perform appropriate radiological surveys,

resulting in a contaminated

pipe

flange being removed temporarily from the site.

The contamination

subsequently

was identified as

a result of a concern

expressed

by the member

of your staff who had handled the pipe flange.

We reviewed the description of

your immediate

and longer range corrective actions for the violation and

concluded that, if fully implemented,

they appear

adequate

to prevent

recurrence.

A Notice of Violation is enclosed with this letter.

However,

because

of the information provided during the inspection relative to

correction of the violations,

no additional

information is needed

by the

NRC
