Dear Dr. Hecredy:

In Reference (a), Rochester Gas and Electric Corporation (RGKE) transmitted Revision 20 of the quality assurance program to the NRC for review.

The

changes, which were associated with the reformatting of the administrative controls in Section 6 of the technical specification (TS), were found acceptable and are tabulated below.

(1)

Deletion of the review and audit section of the TS and relocate it to the quality assurance program (gAP).

(2)

Update Regulatory Guide 1.33 from Rev.

0 to Rev. 2.

(3)

Add Reg.

Guide 1.33, Rev. 2, to the gAP.

(4)

Relocate requirements for establishing and implementing and maintaining the security plan and emergency plan to their respective plans.

(5)

Relocate review and approval process and temporary change process for procedures to the gAP.

(6)

Relocate requirements for record retention to the gAP.

(7)

Add Reg Guide 133, Rev. 2, to gAP.

(8)

Relocate from plant TS to the gAP the requirements of the plant operations review committee (PORC) and nuclear safety audits and review board (NSARB).

(9)

Delete requirements of onsite/offsite review group in TS for plant modifications (requirements in gAP).

(10)

Implement Reg.

1.33 in gAP to cove} instr uctions, procedures, and drawings.

Relocate audits from TS to gAP.
