Dear Dr. Hecredy:
This letter forwards the report of the subject
announced
inspection
conducted
by Messrs.
David Silk and Jeff Laughlin and Hs. Felicia Lopresti of this
office on October
3 through October 6,
1994, at the
R.
E. Ginna Nuclear
Power
Station.
Preliminary inspection findings were discussed
with Mr. Rick Watts
of your staff on October 6,
1994,. by Hr. Silk.
Areas
examined during this inspection
are important to public health
and
safety
and are described
in the
NRC Region I Inspection
Report that is
enclosed with this letter.
Within those
areas,
the inspection consisted of
observations
by the inspectors,
interviews of personnel,
and examinations of
selected
procedures
and records.
Overall, the inspectors
found the
EP program to be in
a good state of
readiness
and
had
no safety concerns.
However,
two apparent violations were
identified,
One violation dealt with failing to perform quarterly emergency
siren growl tests,
during two consecutive
quarters,
as specified in your
Nuclear
Emergency
Response
Plan
(NERP).
Upon discovery
by the inspectors,
your staff promptly initiated action to correct the vs5lation.
The testing
was reportedly completed
on October
7,
1994
and all of the sirens functioned
properly.
The second violation was for failing to submit changes
to the
NERP
to
NRC Region I as required in 10 CFR 50.54(q).
Relative to these
apparent
violations, you are required to respond to this letter and should follow the
instructions specified in the enclosed
Notice of Violation when preparing your
response.
In your response,
you should
document
the specific actions taken,
and
any additional
actions
you plan to prevent recurrence.
The response
directed
by this letter and the enclosed
Notice are not subject
to the clearance
procedures
of the Office of Management
and Budget
as required
by the Paperwork Reduction Act of 1980,
