Dear Mr. Johnson:

The purpose of this letter is to inform the NRC of certain procedure changes made by RG&E in order to implement the Station Blackout (SBO) Rule, 10CFR50.63.

These procedure changes supersede the methods proposed in previous submittals.

Proposed changes are summarized below.

RG&E had originally proposed (Ref.

a, Baseline Assumption 2.5.1) to power a charging pump (60-gpm capacity) from the TSC diesel generator in order to provide additional primary inventory control following a SBO.

However, no credit was taken for this operation during our SBO coping studies.

Upon further review, we have determined that such a procedure would adversely affect the operation of the Technical Support

Center, which would be in use during a SBO.

There is no need to operate a charging pump during a four hour SBO event.

Therefore, this proposed action is being rescinded and procedures appropriately modified.

Under the SBO evaluation of com ressed air, reference (b),

we stated that valves requiring manual operation or that need backup sources for operation are identified in plant procedures.

RG&E had originally planned to use the security diesel generator to provide power to the service air compressor, which would provide compressed air to the service and instrument air systems.

reliability we have since determined that the primary source for this function should be a diesel-driven air compressor.

This modified process is implemented in procedure T-2F.

Procedure ER-ELEC.5, using the security diesel, willremain in place as a secondary backup means for providing a power source for the compressed air system.
