INSPECTION REPORT
NO. 50-244/94-11
This letter transmits the
NRC Region I inspection report for the announced
safety inspection
conducted
by Hr. J. Calvert from July 18-22,
1994, at the
R.
E. Ginna facility and the corporate
engineering
headquarters.
Hr . Calvert
discussed
the findings of this inspection with Hr. P. Wilkens and other
members of your staff at the conclusion of the inspection.
This inspection
was directed toward assessment
of areas
important to public
health and,safety.
The inspection consisted of selected
examinations of
design, installation, test documents,
procedures,
interviews with personnel,
and observations
by the inspectors.
The areas
examined
were concerned with
digital modifications
and management
oversight activities.
The inspectors
found that the modification process for safety-related digital
modifications does not incorporate current
NRC and industry guidance.
This is
not of current concern
because
your staff indicated that no safety-related
digital modifications are planned for the next five years.
We noted that your
past self-identification of the need to understand
electromagnetic
interference
(EHI) issues
led to technical training that helped resolve
EHI
noise problems at the plant.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter
and its enclosures will be placed in the
NRC Public Document
Room.
