safety inspection of the radiological controls program at your

facility was conducted

Noggle of this office on August 8-12,

1994,

of activities authorized

under

NRC License

No. DPR-18.

The inspection

findings were discussed

by Hr. Noggle with Hr.

R. Harchionda of your staff at

the conclusion of the inspection

on August 12,

1994.

Areas examined during this inspection

were important to health

and safety

and

are discussed

in the enclosed

inspection report'.

These

areas

included

a

review of the radiological controls performance

at Ginna Station

and

a review

of radiation protection procedures

and training programs with respect

to the

revised

10 CFR Part 20 regulations.

The inspection consisted of selective

examinations of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspector.

Your radiological

performance

during the Spring

1994 refueling outage

was very

good, representing

a 20X reduction in personnel

exposures

over the previous

refueling outage.

Further,

we commend you for setting

a very challenging

goal

of 100 person-rem for the Spring

1995 refueling outage.

With respect

to the

revised

10 CFR Part 20 regulations,

your program changes

have

been thorough

and accurately

conform to the

new radiation protection requirements.

Your

radiation protection procedures

were generally well written with a few

discrepancies

noted

by the inspector that are described

in the enclosed

inspection report.

Your radiation protection training program

had also

been

thoroughly revised in conformance with the revised regulations

and

was of very

good quality.

No safety concerns

or violations of NRC requirements

were identified.
