SALP Report 50-244/92-99 Response Letter, December 6, 1993 Thank you for your letter of December 6, 1993, which documented the information exchange between RGB'nd the NRC during our SALP management meeting of November 15, 1993.

We apologize for the extraordinary delay in responding to your letter.

I regret that you found the brevity of the new SALP report format a disadvantage in providing the broad NRC perspective of your performance.

Our intent in shortening the report was to improve communication without masking broad perspectives that were previously buried within mandatory discussions of each and every performance area we inspect.

Clearly, your letter demonstrates that we have a ways to go in meeting our intent.

With regard to your comments on performance in the functional area of Operations, we acknowledge your efforts to ameliorate concerns with several instances of mispositioned valves and your amplification on the sequence of management actions taken to address reports of falsification of log records at other facilities. Your efforts to further clarify these issues for the record are appreciated.

With regard to.your. comments on performance.,in the functional area of Plant Support, we acknowledge the substantial reduction in personnel exposure achieved through your ALARA program to date, and appreciate the significant management attention being given to this program with regard to the steam generator replacement project.

With regard to your comments on your program for implementing the revisions to 10 CFR Part 20, I apologize for characterizing in the SALP report as a weakness the timing of your efforts to revise procedures and initiate training.

Such characterization was, as you correctly pointed out, inappropriate, given that we had no basis for concluding you would be unable to implement the program changes by the required implementation date of January 1, 1994.

Our intent was only to express a concern noted during our assessement process.

Thank you for explaining the basis for your schedule and bringing this issue to my attention.
