Dear Mr. Russell,

For the past several years, the B&WOwners Group has attempted to the greatest possible extent to treat Reactor Vessel material issues generically.

Most, but not all, of the Reactor Vessel Working Group utilities have received letters &om the NRC Staff requesting additional information regarding the subject Generic Letter.

The Reference letter requested the followinginformation:

1) For Zion Units 1 and 2, Commonwealth Edison Company (CECo) must provide confirmation that Topical Report BAW 2178P is applicable and request approval to use this topical to demonstrate compliance with 10 CFR 50, Appendix G, Paragraph IV.A.1;
2) For Zion Units 1 and 2, CECo must verify the information provided has been accurately entered in the Reactor Vessel Integrity Database; and
3) For Zion Unit 2, CECo must provide confirmation that the Upper Shelf Energy for Forging ZV3855 is greater than 50 ft-lb.

The B&WOG members believe it would be efficient for both the utilities and the NRC to deal with these requests generically.

The appropriate schedule for doing so would be 30 days after the last utilityreceived their letter from the NRC. The utilities and plants involved are:

Strosnider of the NRC Staff. He agreed that this was reasonable and would not a6'ect the Staffs overall schedule of planned actions.

He did note that it would be necessary to have a letter of response on each docket which either includes or references the generic response.

CECo plans to respond to the Reference letter consistent with the agreements with Mr. Strosnider.

The next response willbe submitted prior to June 24, 1994.
