SUBJECT:
INSPECTION REPORT NO. 50-244/94-10
From April 11, 1994, to April22, 1994, the NRC observed startup operations at the
R. E. Ginna Nuclear Power Station.
This safety inspection, conducted by Mr. P. Bissett of
this office, focused on performance observations of ongoing activities during startup from
cold shutdown to full power operations.
Preliminary findings and general observations were
periodically discussed with Mr. J. Widay and other members of your staff.
Overall conclusions by the inspector, as a result of his observations,
were that operational
activities in all instances were well managed, controlled, and documented.
Licensed
operators,
maintenance,
test, quality control, training and management
personnel thoroughly
and effectively approached
each plateau of power ascension with caution and
conservativeness.
Also, daily routines performed by operations personnel were observed to
be carried out effectively by all shifts involved.
Management involvement in much of the
daily routines was evidenced by their frequent presence in the control room, beginning and
end-of-day meetings, and participation in problem solving meetings.
Management
participation in problem solving meetings also included subsequent
observation of agreed
upon actions to correct the problem.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will
be placed in the NRC Public Document Room.
